Soter Solutions, LLC is a security expert witness, consulting, and training firm focused on negligent security, premises liability, use of force, workplace violence prevention, and insider threat risk. We support attorneys, organizations, property owners, employers, and leadership teams with fact-based analysis, operational insight, and practical strategies that help evaluate incidents, strengthen safeguards, and reduce exposure to security-related loss.
Our mission is to deliver clear, defensible, and actionable expertise in security-related matters. Through expert witness services, security consulting, and professional training, we help clients assess standards of care, analyze foreseeability and risk, improve policies and procedures, strengthen prevention programs, and build safer environments for employees, customers, tenants, and the public.
Our team includes professionals with backgrounds in Special Operations, intelligence, law enforcement, legal matters, security management, and risk assessment. This multidisciplinary experience supports expert analysis and testimony in negligent security and premises liability matters, use-of-force review, workplace violence prevention planning, insider threat assessment, and security program evaluation.

Alvin K. Brown
Managing Director
Alvin K. Brown is the Managing Director of Soter Solutions, LLC, where he provides expert witness, consulting, and training services in negligent security, premises liability, use of force, workplace violence prevention, insider threat, executive protection, and security risk management. He advises law firms, corporations, schools, faith-based organizations, and other institutions on standards of care, foreseeability, threat assessment, security failures, incident prevention, and legally defensible protective practices.
Mr. Brown brings more than 25 years of experience in intelligence, security operations, investigations, executive protection, and law. He previously served on the personal protection detail for the Director of the Central Intelligence Agency, conducted missions in high-threat environments, and served as an Assistant State Attorney in the Pinellas County State Attorney’s Office. His background supports expert analysis involving reasonableness, use-of-force decision-making, criminal conduct, liability exposure, policy adequacy, and post-incident review.
His work includes case review, expert analysis, litigation support, security assessments, policy review, training design, and practical recommendations grounded in operational reality and legal defensibility.
Mr. Brown holds an LL.M. in International Law, a Juris Doctor from Stetson University College of Law, and a B.A. from the University of South Florida.
He is also a Certified Level 2 Instructor in Protection Response Tactics (PRT), a Certified Instructor in the Civilian Tactical (C-Tac) program, a Certified Crime Prevention Professional, a Certified Equal Employment Opportunity Investigator, and a Certified Fraud Examiner.
